Every new watcher is itself unwatched, so the unverified layer moves up rather than disappearing, and each floor costs real work while covering strictly less than the one below. Read backwards, the right response is not another level — it is to make the top floor as small and legible as possible, because whatever sits there will be trusted by inspection rather than by test.
